Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
BDRCS in collaboration with the MoFA, Republic of Korea, KOICA, and IFRC is implementing the Integrated Flood Resilience Programme (IFRP: Phase-3 in Tangail district, Bangladesh. Therefore, BDRCS has initiated the hiring process to support the implementation of the project successfully. Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Purpose of the position:
| The purpose of the WASH and Shelter Officer position is to plan, implement, and monitor Water, Sanitation, & Hygiene (WASH) and Shelter interventions under the Integrated Flood Resilience Programme (IFRP): Phase-3. In collaboration with project teams, local authorities, and community members to ensure the delivery of sustainable and context-specific WASH and Shelter solutions. |
Duties and Responsibilities:
General Responsibilities
- Assist the Programme Personnel in overall planning, implementation, monitoring, reporting, making presentations, and management of the Programme and achievement of the Programme as a whole.
- Assist the field colleagues of the Programme in implementing, preparing program reports and updates.
- Any other duties as instructed by the Programme Manager and Line Supervisor
Specific Duties and Responsibilities
- Implement WASH and Shelter related all activities according to plan of IFRP: Phase-3 Programme.
- Prepare periodic action plan and report on WASH and shelter activities as required.
- Conduct Need Assessment of WASH and Shelter requirements of target communities as per CCA/DRR resilience aspect.
- Ensure community participation in building resilience of WASH and shelter aspect of target communities.
- Technical Verification of the event and reporting for further action.
- Design of necessary model or individual WASH and Shelter unit as per community requirement and local context of target areas.
- Supervise, coordinate and monitor planned activities at community/ward and Unit level.
- Fund management (Budget review, prepare BoQ, fund requisition, logistics requisition, Tender notice, market assessment on required materials, Quotation, Comparative Statement-CS/Comparative Bid Analysis-CBA, Work order, good/service receiving note, prepare bills and payment to Vendor, advance/ bill adjustment, etc.).
- Secure required decisions/approvals of the PIC in order to ensure smooth implementation of the Phase-3 Programme.
- Assist in preparing periodic monthly report for the Program at Field /Unit office.
- Coordinate and support for compilation of monthly activities plan for all sectors.
- Facilitate the process of formation of WASH and Shelter related committee and selection of program volunteers/Participants/Beneficiaries at community level.
- Supervise/monitor the work of subordinate staffs, community organizers / Volunteers etc.
- Facilitate and support WASH and Shelter related training event and campaign interventions implementation at community/Unit/Union/Sub-district/district level.
- Capacity building initiatives for stakeholders/participants/beneficiary/volunteers on WASH and Shelter, WASH, PHAST, PASSA, etc. activities under Programme plan.
- Brief regularly to supervisor on the progress of the Program
- Maintain strong communication and coordination with WASH and Shelter related Service provider (Gov’t/ non-gov’t and private entrepreneur).
- Take good quality pictures and videos of the activities which are being implemented in the field, along with special meetings, delegate visit etc.
- Liaison with BDRCS respective branch and beneficiaries, coordination with local government/local DMCs as planned and where required.
- Perform any other tasks as per requirement of IFRP: Phase-3 Programme and BDRCS
| Qualification & Competencies: | |
| Basic Education: | Diploma in Civil Engineering from recognized institution of Bangladesh. Higher degree on this subject will be given preference |
| Specialized Knowledge: | Program planning, designing, budgeting, implementation, monitoring, advocacy, networking, documentation, and communication & coordination. |
| Skills: | Development aspect on WASH, Shelter, infrastructure development and community mobilization & coordination |
| Competencies: | Working knowledge on Project/Programme planning & budgeting, Implementation, monitoring & reporting, networking & advocacy, sound computer knowledge, spoken and written in English and Bangla and working for team building |
| Experience: | At least 03 (Three) year with sound & renowned organization/ Individual/ Firm. |
| Driving Skill: | Having motorcycle driving skills with valid license. |
Literacy Competency: Good both in Bangla and English in oral and written Computer literacy: Sound knowledge on Adobe Illustrator, MS Word, Excel and PowerPoint. General working conditions: In connection with BDRCS Policies, practices, rules & regulation, principles and time to time office circular. | |
